Julie Balutis was appointed as IMLS Director of Grants Policy and Management in March 2024. She is responsible for developing innovative strategies to maximize the effectiveness of IMLS’s grantmaking, constructing and implementing uniform grant policies and procedures, and ensuring compliance with federal requirements throughout all pre-and-post-award activities.

Prior to joining IMLS, Ms. Balutis was a management and information technology consultant specializing in organizational change management, process engineering, and solutions architecture in the federal and telecommunications spaces, where she successfully led numerous high-impact, enterprise-level initiatives to modernize technology, improve business processes, and realize strategic goals.

Ms. Balutis holds a bachelor’s degree in Sociology from Radford University. Her professional certifications include Project Management, Continuous Improvement Management, and Human-Centered Strategy.
