The Carlsbad City Library, in partnership with the Cerritos Library, Newport Beach Public Library, and San Diego County Public Law Library, will develop a process, documented by a workbook, to create a Library Balanced Scorecard with appropriate performance measures for specific libraries. The project will assess the resources required for a library to create and implement a library scorecard, discover some of the reasons why some citizens do not use the library, determine if there are unique problems that occur as the size of the library increases, assess the utility of the library scorecard for management as it seeks to communicate the value of a public library, and assess the utility of the library scorecard from the perspective of the Library's stakeholders.
