Application: IMLS will send application information to eligible entities on a yearly basis. Application review, by peers in the field, is administered by the Regional Educational Laboratory-Pacific (REL-P) at Mid-continent Research for Education and Learning (McREL). IMLS awards grants based upon their recommendations.

Grant Period:  Awards are generally made in July with allotments expended over a 14-month period.
Cost Share Requirement: The Freely Associated States are required by law to match the IMLS grant with non-federal funds at a 1:2 (non-federal to federal) ratio. The Territories are not required to provide matching funds. Administrative expenses for all applicants may not exceed 4 percent of the total IMLS funds applied to the grant.

Program Overview: Grants support library services in the U.S. Pacific Territories, Freely Associated States, and U.S. Virgin Islands. They are to be used to support the priorities set forth in the Library Services and Technology Act (LSTA).

Eligibility: The established State Library Administrative Agency (SLAA) charged by law with the extension and development of public library services in each of the Territories (American Samoa, Commonwealth of Northern Mariana Islands, Guam, and the U.S. Virgin Islands) and Freely Associated States (Federated States of Micronesia, Republic of Palau, and the Republic of the Marshall Islands). 20 U.S.C. § 9131(b)(3)(C).

* Available funds are taken from the total allotment for the Freely Associated States (Federated States of Micronesia, Republic of Palau, and the Republic of the Marshall Islands), less the amount McREL receives to administer the application review process (up to 5 percent).
